I think he was, but remember that there are also more than one Q. TNG concentrates mostly on the single one, but there is the Q Continum. There is other "Gods" in the universe, such as the Prophets in DS9.

and don't forget Trelane from TOS, ppl think he might have been one of the Q Continum, as he played mostly the same harmless tricks that Q does
The Founders aren't really in the Big League in my Opinion, as for the Fight; I'd just wipe out them all with a Chroniton Beam (Non-Coporeal beings can be killed with Chroniton Radiation)
